It's way cheaper, not having 3 action points isn't a problem, you have acess to the buffs. Most of the time taking a simple indentured would be better. (you can't give them the colar to make them indentured) Because of that any other faction sniper is waaaaaaay better for the syndicate, a simple overseer with them create one of the strongest combination in the game. This is terrible for this faction, because your must powerfull buffs won't work on them. The other snipers have some abilities making them dangerous even if they don't have all their action points, but not them (just a very basic shot). They need 3 action points to realy shoot, so any weapon which stagger make them useless.
